In its present form, it has been prepared as a guide to the Hyderabad Development Authority (HDA) for planning and executing the city's expansion up to 2040. The purpose of this plan is to help in identifying ways and methods whereby a sustainable city can be created in the greater Hyderabad region over the next 34 years from 2015 to 2040. The plan considers three broad themes: Urban Form, Transport and Land use; it is, therefore, equally relevant for addressing environmental and social concerns. The urban form of the city will be in the form of a wheel centred in Secunderabad in the north and Panjagutta in the south. The wheel has eight major spokes emanating from these hubs and touches places like Uppal, Khairatabad, Tarnaka, Mettuguda etc. The plan also envisages development for about 1000 villages that fall within its jurisdiction. The transport network will facilitate movement of people and vehicles. It will be integrated into the existing road and railway networks. The plan identifies development of five corridors as major transport corridors to cater for intra and inter-city traffic. Each of these major corridors will be capable of carrying a capacity load of about 50,000 PCUs (people per capacity unit) during peak hours, which is equivalent to about 500 Mio per day.
